Mexico: Coahuila Enacts Total Ban on Vape Sales and Distribution
The Mexican state of Coahuila has officially amended its Law for the Protection of Non-Smokers to completely prohibit the sale, distribution, and production of all vaping devices. Spearheaded by Deputy MarÃa del Mar Treviño Garza, the sweeping ban specifically targets rising youth consumption and unregulated chemical risks.
The regulatory landscape in Mexico just grew significantly tighter. Through a direct amendment to Article 33 Bis of the state’s non-smoking legislation, Coahuila is effectively shutting down the local vape market. This isn’t merely a retail restriction. The new law outlaws the use, commerce, promotion, and production of all Electronic Nicotine Delivery Systems (ENDS), as well as non-nicotine alternatives.
What is driving this aggressive legislative move? Youth protection. Deputy MarÃa del Mar Treviño Garza of the PRI party championed the initiative, pointing directly to the surging popularity of these devices among adolescents aged 12 to 17. Lawmakers are pushing back against the narrative that e-cigarettes are a safe cessation tool, stating there is a lack of scientific evidence to support claims that they help users quit traditional combustible tobacco.

Here is the core of the government’s health argument. State officials are heavily focused on the unknown variables of unregulated black-market products. The National Commission Against Addictions has issued stark warnings regarding the chemical makeup of these devices. They specifically highlight the presence of toxic substances and heavy metals—including cadmium, nickel, and lead—linking them to potential cardiovascular and pulmonary problems.
With an estimated 17 million traditional smokers across Mexico, Coahuila’s lawmakers insist their primary goal is shielding non-smokers and teens from these health risks. The reality is clear. By completely prohibiting these devices, regardless of their nicotine content or flavor profiles, the state is taking an absolute, zero-tolerance approach to the entire vapor category.
