Belarus Rejects Total Vape Ban in Favor of Strict Regulatory Control
Belarus is tightening its grip on the vaping market, opting for strict regulatory compliance over a total prohibition. New measures enforce a 20mg/ml nicotine cap, 10ml e-liquid volume limits, and strict packaging rules to combat a growing black market fueled by illegal online sales to youth.
Government laboratories across Belarus are actively dismantling electronic smoking systems to verify compliance. The legal thresholds are clear. E-liquid reservoirs cannot exceed 10 milliliters. Nicotine concentration is strictly capped at 20 milligrams per milliliter to mitigate cardiovascular risks. Compliant retailers must strip all flavor descriptions—like “apple” or “strawberry”—from their packaging. Instead, boxes must display stark health warnings stating the product contains highly addictive nicotine or is harmful to health.
Medical professionals remain concerned about the aerosolization process. Heating vegetable glycerin (VG) and propylene glycol (PG) can produce harmful byproducts like acrolein and formaldehyde. Despite these health concerns, authorities evaluated two paths: total prohibition or heavy regulation. They chose the latter.
President Alexander Lukashenko backed the regulatory approach, noting that a “dry law” for vapes simply wouldn’t work. Because Belarus shares an open border with Russia, an outright ban would immediately fuel an underground economy and flood the market with unregulated imports.
This illicit trade is already a pressing issue. High school and college students frequently bypass the nationwide ban on online vape sales by purchasing uncertified hardware and e-liquids through anonymous messenger apps. To curb consumption, authorities now treat vaping exactly like combustible cigarettes. Fines for vaping in public spaces can reach up to 180 Belarusian rubles.
