Philippines Customs Seizes Record ₱1 Billion in Illicit Vapes
The Philippine Bureau of Customs (BOC) has executed its largest-ever seizure of illicit vaping products, confiscating over ₱1 billion worth of unregistered e-cigarettes in Navotas City. The operation targets non-compliant goods lacking safety certifications, reinforcing the government’s crackdown on the unregulated vape trade.
The Philippine government has struck a massive blow against the illicit vape trade. In a landmark enforcement operation, the Bureau of Customs (BOC) seized approximately 3,200 master boxes of illegal e-cigarettes and vape products in Navotas City. Valued at over ₱1 billion, this confiscation represents the agency’s largest single haul of such products to date.
The raid was triggered by intelligence reports from the Manila International Container Port (CIIS-MICP), which identified a warehouse suspected of storing non-compliant goods. Following rigorous surveillance, a joint task force—including the Philippine Coast Guard and local police—executed a Letter of Authority to audit the facility. Inside, authorities discovered a vast stockpile of unregistered vaping devices that had bypassed mandatory safety checks.
Why is this seizure significant? Initial inspections revealed that the products lacked the required Philippine Standard (PS) license and Import Commodity Clearance (ICC). Furthermore, many of the confiscated items belonged to brands already flagged for suspension by the Department of Trade and Industry (DTI).
BOC Commissioner Ariel Nepomuceno emphasized that this operation is about more than just tax revenue; it is a critical public safety measure. “Products that are not registered and have not undergone proper testing may pose risks to the health of the people,” Nepomuceno stated. The agency has vowed to block the proliferation of goods that evade proper labeling and ingredient verification.
Warehouse representatives have been given a strict 15-day deadline to produce valid compliance documentation. Failure to do so will result in the permanent seizure of the goods and potential legal charges. This operation comes as the BOC faces immense pressure to meet its 2025 collection target of ₱1 trillion, following a year where it intercepted over ₱61.7 billion in smuggled contraband.
